Cancun, Q.R. — A meeting has been held to change internal rules regarding the dismissal of reoffending police officers. Cancun Mayor Ana Paty Peralta says City Council is submitting a reform proposal to expedite the dismissal process.
She made the comment after two police Cancun police officers were arrested earlier this week for violent muggings. According to Mayor Peralta, one of those officers is already under investigation for extortion.
He has managed to keep his job due to an internal loophole, a loophole Peralta is working to close.

She said this recent arrest of two municipal offices has reopened the debate about the timing and scope of internal administrative processes within the department.
Mayor Peralta says she intends to present a reform to the internal regulations of the Secretariat of Citizen Security (SSC) to expedite the dismissal process.
The officer, identified as Adrián “V”, alias “Panza de Yegua”, was arrested following an investigation by the State Attorney General (FGE). He was taken into custody by fellow city officers after being connected to violent muggings in the city center.
According to available information, officer Adrián “V” was already facing prior administrative proceedings for extortion. During those investigations, he filed at least two appeals against the internal resolutions, delaying his dismissal.
Mayor Peralta says she intends to promote a reform to the internal regulations of the SSC (Secretaría de Seguridad Ciudadana) to prevent legal resources from prolonging the stay of officers accused of serious offenses.
The mayor explained that the officer was already subject to an administrative process for another matter and that, according to current regulations, the municipal authority had to respect the legal timeframes before finalizing the dismissal.
“In a City Council session, we strengthened police reform with faster mechanisms to immediately remove from duty any officer who engages in abuse, corruption, or illegal activities that affect the public. Furthermore, we reaffirmed our commitment to an honest and people-centered government and opened spaces for youth participation with the 2026 Youth Council,” she said Thursday.

The proposed reform would allow the Commission of Honor and Justice to meet in urgent cases without needing to complete the entire formal convening process. This would allow for faster handling of citizen complaints related to abuse of authority or corruption.
On Wednesday, two Cancun Investigative Police officers were arrested for a string of violent city-center robberies. The two municipal officers, who were active at the time of their arrests, were taken into custody on allegations of violent muggings in downtown Cancun.

They have been accused of following more than two dozen victims from nightclubs before robbing them.
