Cozumel, Q.R. — The government of Quintana Roo confirms the revocation of the Environmental Impact Statement for an island pier. On Friday, Governor Mara Lezama held a meeting with the Federal Attorney for Environmental Protection, Mariana Boy Tamborrell.
Among the agreements reached were joint efforts to combat irregular developments and illegal logging. One of the irregular developments mentioned is the construction of a fourth cruise ship pier off the island of Cozumel.

Lezama confirmed the cancellation of the environmental permit Friday after the Ministry of Environment and Natural Resources (Semarnat) also announced the revocation of the environmental impact statement to build a fourth pier in Cozumel.
The environmental impact statement was submitted by Muelles del Caribe for the cruise terminal project which was approved in December of 2021. However, the decision to revoke approval was made on September 11, 2025, by the Undersecretariat of Environmental Regulation in response to the review of the appeal filed by Cozumel residents.
Several concerns expressed by residents were the irreparable damage the pier would have on island’s reef system, as well as the closing of a public beach, leaving residents without access.
In July, Muelles del Caribe announced a “technical pause” in their intention to construct a fourth pier. The company issued a notice stating they are stepping back to strengthen their environmental measures, but intend to resume the project in the future. On Friday, Governor Mara Lezama confirmed the revocation of the environmental impact statement to build the fourth pier.
