Company found falsifying biological waste records facing criminal charges

Ciudad Juárez, Chihuahua — Federal officials have requested a company’s license be revoked for falsifying documents. The company, Teggeo, was found recording false information regarding the collection and transport of infectious biological waste.

The Federal Attorney for Environmental Protection (Profepa) requested the Ministry of Environment and Natural Resources (Semarnat) revoke their operating license. According to Profepa (Procuraduría Federal de Protección al Ambiente), Teggeo recorded false information in its records and logs regarding the collection and transport of infectious biological waste.

Profepa has asked Secretaría de Medio Ambiente y Recursos Naturales (Semarnat) to revoke the company’s authorization for the collection and transport of hazardous biological infectious waste.

The actions stem from an investigation initiated by Profepa personnel in Ciudad Juárez, Chihuahua, during a hazardous waste inspection on May 8. As part of the proceedings, delivery, transport, and receipt manifests for infectious biological waste (RPBI) submitted by a facility that contracted the services of the company Teggeo for waste collection were reviewed.

During the investigation, Profepa verified whether the waste collected and transported by the company was being delivered to the collection center indicated in the manifests, located in the state of Durango.

However, it was confirmed that the company authorized for the storage and collection of RPBI (biological-infectious waste) in that state was not receiving the waste from Teggeo.

As a result of these events, Profepa filed a criminal complaint with the Federal Public Prosecutor’s Office based in Ciudad Juárez, Chihuahua, against Teggeo for the alleged crime of recording false data in records, logs or documents used to simulate compliance with environmental obligations, conduct provided for in article 420 of the Federal Penal Code.

Simultaneously, Profepa initiated an inspection visit to the transport company Teggeo, during which the company presented its manifests, which contained receipt signatures allegedly issued by the Durango collection center.

The company was also asked to provide the manifests corresponding to all RPBI (biological-infectious waste) collected and transported between 2023 and 2025; however, this information was not provided.

As part of the corrective and urgent measures ordered by Profepa, the company was ordered to cease all waste collection and transportation activities until it submitted the required information. However, the company failed to comply with the order and continued providing this service in the states of Chihuahua, Sonora, and Baja California.

Given the detected non-compliance, Profepa issued an administrative resolution requesting Semarnat to revoke the Authorization for the Collection and Transportation of Hazardous Biological Infectious Waste granted to the company.
