Undersecretary says Tren Maya construction to blame for delay in Mahahual land regularization

Mahahual, Q.R. — The Undersecretary of the State Government says construction of Tren Maya delayed the regularization of Mahahual properties. Undersecretary of Government Nabil Eljure Terraza says the latest seizure of the El Manicero property in Mahahual by state officials was due to a private dispute.

The legal resolution of that dispute has been delayed by construction of the Maya Train. He says the train delayed the property regularization program in that community “since priority had to be given to the presidential project.”

He explained that the state government, through the Quintana Roo Strategic Projects Agency (AGEPRO), maintains a property regularization program in the Mahahual area, “but the property and regularization department only has five or six people who must also handle matters in Bacalar, Puerto Morelos, Playa del Carmen and Tulum, and not just those in Mahahual.”

Added to this workload was the need to address expropriated properties and transferring land titles to the federal government for train construction. “This took up time and personnel and delayed the procedures initiated in Mahahual,” he emphasized.

He said that one of the agreements reached with Mahahual residents is to speed up the regularization process for invaded properties. He also clarified that regarding the operation carried out by the FGE in El Manicero, the agency is autonomous and does not report to the governor.

Undersecretary says Mahahual land seizure part of private investigation

“In meetings with the residents of Mahahual, it was made clear that the prosecutor does not report to the governor and there is no way to intervene or pressure the prosecutor’s office,” he explained.

He clarified that the operation carried out in the El Manicero area is the result of an investigation for complaints filed by individuals, and that the property was provisionally secured while the federal judicial authority determines the proceedings.

The Undersecretary of Government explained that the meeting held with community leaders August 1 was for the regularization of properties owned by the state government that have been invaded.

He anticipated that in the coming weeks, agreements will be signed between Agepro and the people living on state-owned properties to determine the timing and amount of the installments they will pay.
