Still no set date for numbered helmet and vest use in Quintana Roo

Riviera Maya, Q.R. — Months after the announcement of the numbered vest and helmet system, Transit authorities say there is still no implementation date. The State Director of Traffic says there is still no set date for the mandatory use of labeled vests and helmets to come into effect for motorcycle drivers.

State Director of Traffic Efraín García Chávez

State Director of Traffic Efraín García Chávez says that some motorcycle drivers have begun to use the numbered vest and helmet system on their own initiative even though it is not yet mandatory.

He says the Traffic Department is still waiting on the Legislature regarding the regulations to be applied regarding the use of labeled vests and helmets. He also said the Mobility Institute is responsible for the bidding process and delivery of the first batch of vests, “but so far there’s nothing, and we’re still waiting for instructions from the Legislative Branch.”

Congress approved a reform to Article 218-Bis of the Mobility Law in July of 2024 that will force motorcycle drivers to display a license plate and drivers and passengers to wear a numbered helmet and reflective vest.

The reform around the wearing of the numbered vests and helmets was met with a lot of resistance. The state began talks with motorcycle groups regarding the Mobility Law changes. To date, that reformed law has yet to come into effect.
