Riviera Maya, Q.R. — The initiative proposed by President Claudia Sheinbaum to change the calculation of the contributions that government workers pay to ISSSTE has been pulled.
Mexican President Claudia Sheinbaum withdrew her initiative to reform the ISSSTE law Tuesday. According to Ricardo Monreal Ávila, coordinator of the Morena parliamentary group and president of the Political Coordination Board of the Chamber of Deputies, the President informed them of the change.
“According to Article 77 of the Chamber of Deputies Regulations, President Claudia Sheinbaum can withdraw any initiatives she presents. She informed us, as the Chamber of origin, that she is withdrawing the reform to the ISSSTE Law to facilitate agreements with the teachers’ union,” he said.
After meeting with President Sheinbaum at the National Palace for more than two hours, education leaders stated that “she had no problem” with withdrawing the reform initiative she had sent to the Chamber of Deputies on February 7.

This reform proposed, among other things, changing the calculation of the contributions that government workers must pay to ISSSTE (the Institute for Social Security and Services for State Workers or Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado) when their income exceeds 30,000 pesos per month.
With these proposed changes, the federal government estimated that health insurance premiums for the Institute of Social Security and Services for State Workers (ISSSTE) could increase by 11.1 billion pesos per year.
As a result of the above, members of the National Coordinator of Education Workers (CNTE) and the National Union of Education Workers (SNTE) have accused this amendment of not being beneficial.
Thousands of workers, mostly teachers, have protested with a work stoppage across the country. Teachers in Quintana Roo have not held classes since the initiative was introduced February 7. State authorities in Quintana Roo have not yet announced an official back-to-school date.
