Quintana Roo prisoners participating in social reintegration programs

Riviera Maya, Q.R. — Prisoners across Quintana Roo are participating in social reintegration through various planned programs. The Quintana Roo State Security Secretariat (SSC) says they are strengthening social reintegration efforts in prisons through the implementation of these programs.

Fourteen social reintegration programs called “Impulse and United to Transform” are being held for incarcerated individuals at the Chetumal and Cancun prisons. Each program will last three months.

The project also involves the Secretariat of Welfare, social organizations, and other stakeholders, in coordination with the State Penitentiary System’s Undersecretary.

These courses fulfilled three pillars of social reintegration: work, job training and sports. A total of 1,800 incarcerated individuals are being held under court orders within Quintana Roo’s state prisons.

Highlighted initiatives for participating incarcerated men and woman include pastry making, tailoring and dressmaking, English classes and emotional and psychological learning.

Projects such as “Resilient Women in Prison and Building Positive Masculinities” are also being implemented, promoting reflection and personal transformation. Likewise, the “Art, Culture, Sports, and Singing” program uses artistic, cultural, and sporting expressions as tools for social transformation, fostering values, human rights, and new forms of peaceful coexistence.

The “Voices Between Walls” workshop is also being offered, dedicated to providing legal and criminal information, enabling incarcerated individuals to learn about their rights, better understand their legal process and strengthen their trust in the justice system as a path to reintegration.

In addition, workshops in carpentry, baking, hairdressing, and vegetable gardening will open new learning and work opportunities, strengthening reintegration through daily practice.

Classes in English and emotional and psychological learning are part of the offered reintegration programs January 2026.

Rear Admiral Julio César Gómez Torres said “This project reflects the conviction that citizen security is strengthened not only through surveillance and discipline, but also through opportunities for development, training, and comprehensive support. Social reintegration is a constitutional mandate and an ethical commitment that we assume with responsibility and a vision for the future.”

The Secretariat of Citizen Security (SSC) says its ongoing work in restoring the fundamental rights of incarcerated individuals for their effective reintegration into society, will also strengthen peacebuilding in Quintana Roo.
