Puerto Morelos, Q.R. — Municipal authorities say they are making progress in sustainable and modern mobility. On Tuesday, Mayor Blanca Merari Tziu Muñoz led a meeting where strategic guidelines for the development of the Comprehensive Sustainable Urban Mobility Program (PIMUS) for Puerto Morelos was presented.

Municipal agencies met to develop the project with the Quintana Roo Mobility Institute (Imoveqroo), aligning with the General Law of Mobility and Road Safety in the State.

“The quality of life of people and their well-being are at the center of our public policies,” sais Blanca Merari Tziu Muñoz.

“They go hand-in-hand with those implemented by Governor Mara Lezama in which we seek to have better mobility throughout the municipality with safe streets and routes,” she added.

Mayor Blanca Merari Tziu Muñoz led the meeting Tuesday. March 24, 2026.

Víctor R. Aragón Madrigal, Director General of IMPLAN, emphasized that the PIMUS (Integrated Urban Mobility Plan) is an essential technical roadmap for addressing the challenges inherent in urban growth and development.

Implan specializes in technical studies, plans and designs actions related to sustainable urban development.

He stated that the program will provide a portfolio of strategic projects specifically designed to resolve the municipality’s main traffic bottlenecks and congestion.

The portfolio will encompass Leona Vicario, Central Vallarta, Puerto Morelos, and other areas within the municipality.

He explained that through the use of cutting-edge technology such as microsimulation and four-stage planning models, scenarios with horizons to 2035 and 2045 can be predicted.

Rolando L. Melo Novelo, Municipal Secretary of Urban Development and Territorial Planning, emphasized the importance of legal certainty and operational efficiency. He noted that the PIMUS will deliver supporting reports that include strategies for parking management, traffic logistics and full compliance with state legislation.

This will empower the administration to organize the territory with solid legal tools and effective inter-institutional coordination, also increasing the possibility of securing public and private funds for mobility-related projects.

Aimee Rodríguez Vivas, Secretary of the Environment, Animal Welfare and Sustainable Mobility, explained the social and human impact of the project since the program will be built with citizen participation.

The project, she said, will also include a deep diagnosis with a gender perspective, analyzing origin-destination and public life surveys to provide security to everyone.

Mayor Blanca Merarí stressed that the central objective is to democratize public space, prioritizing non-motorized mobility and pedestrian safety so that the development of Puerto Morelos is inclusive and respectful of its natural environment.

“We continue building a Puerto Morelos with smart, safe and sustainable mobility for all families,” she said.
