Riviera Maya, Q.R. — The newly reformed Mobility Laws regarding motorcycle drivers and passengers will come into effect in late September. State officials have already published the recent Congress approved reforms in the Official State Gazette.
The decree means the new laws will come into effect during the third week of September 2024. After the announcement of the new laws, state officials held a meeting with angry motorcycle union members at the C5 in Cancun July 25.
Unknown to them, the reforms had already been published on July 24, making them officially law. It is not clear why a meeting was held when the new decree had already been published.
The Official State Gazette published the decree on July 24, the same day it was passed by Congress, however, news of the Mobility Law reforms was not made public until July 25. The new rules, referred to as the Vest Law, mean motorcycle drivers and passengers will by law, have to have a safety certified helmet and reflective vest stamped with the motorcycle’s license plate number.
The stickers and vests will be provided free of charge by Quintana Roo authorities. Non-compliance will mean a fine of between 700 and 1,000 pesos along with the seizure of the motorcycle.
With the official publication July 24, municipalities around Quintana Roo will have 60 days to comply by modifying their traffic regulations to match the new state requirements. That means the newly approved reforms for motorcycle drivers and passengers will come into effect September 22, 2024.
