Tula, Hidalgo — The Ministry of Environment and Natural Resources has announced the first Circular Economy Park in Mexico. The Parque de Economía Circular will utilize organic and recyclable waste.
The goal is to divert it from landfills and transform it into new raw materials that can be reintroduced into production cycles. Walmart of Mexico and Central America will collaborate with the delivery of waste from its distribution centers for the new centre.
The Ministry of Environment and Natural Resources (Semarnat), through the Undersecretariat of Sustainable Development and Circular Economy, and Walmart of Mexico and Central America signed a historic letter that consolidates the company’s commitment to the creation of the country’s first Circular Economy Development Hub for Well-being (PODECIBI) in Hidalgo.
During the “Regenerative Business Summit 2025” event, José Luis Samaniego Leyva, Undersecretary of Sustainable Development and Circular Economy, acknowledged Walmart’s determination to join this national effort and emphasized that, thanks to this agreement, the Hidalgo Circular Economy Park is no longer a project on paper but an increasingly closer reality.
He emphasized that Walmart’s commitment is key to demonstrating that the private sector and the government can, together, build a new model of sustainable prosperity.

Undersecretary Samaniego also noted that this alliance is part of the environmental commitments of President Claudia Sheinbaum Pardo, who has made the circular economy and environmental justice pillars of the country’s transformation.
Walmart Mexico and Central America, through its global strategy to become a regenerative company, will collaborate with the delivery of waste from its distribution centers, developing logistics schemes that optimize its use in the PODECIBI.
Cristian Barrientos Pozo, interim leader of Walmart Mexico and Central America, highlighted that the company promotes the daily separation, reuse and recycling of waste in more than 3,000 stores across the country, thus reaffirming its vision of social and environmental responsibility.
Walmart International President and CEO Kathryn McLay stated that this step strengthens Walmart’s global commitment to being a positive agent for the planet.

“We want our footprint to be one of regeneration, not depletion. This agreement with Semarnat allows us to move forward together toward that goal,” he said.
The park will be constructed across 700 hectares and consist of two plants, one for recycling organic waste and another for construction materials. The Circular Economy Park in Hidalgo will be the first of its kind in Mexico.
