Judge rules in favor of Bacalar residents to temporarily halt Sedena lagoon construction

Bacalar, Q.R. — A judge has ruled in favor of a group of Bacalar residents who filed for environmental protection against Sedena. The group filed for protection after Sedena began construction of a rest home on the lagoon shore without an environmental permit.

Luis Manuel Cárdenas says they have been awarded a temporary suspension of the work.

The group were awarded their provisional injunction (241-2025) that temporarily suspendes the construction being carried out by the Ministry of National Defense (Sedena).

Luis Manuel Cárdenas, who is part of the group who filed for the protection said “the injunction was granted and right now construction is at a standstill. They can’t build.

“The federal government has laws that require us to protect the ecological area of our system and not pollute. So right now we’re working on this to solve the problem and hope the judge rules in our favor and that the work is stopped permanently,” he said.

Attorney Ángel Gabriel Pool Navarro said they have a moral obligation to a healthy environment and if they don’t take care of it today, no one will, which is why they are raising their voices.

“This construction situation, the ecocide that the Ministry of Public Works (Sedena) is carrying out on the lagoon is a disgrace. They haven’t provided any documentation to support the construction of a building of this size. They’re polluting the lagoon. It’s very important to move forward with this trial,” said Luis Manuel Cárdenas.

He says residents must be vigilant because if Sedena restarts construction, it must registered. “What’s needed now is for the amparo trial to continue. The judge is asking Semarnat and the defense to justify their actions, to prove that they have all the guidelines necessary to be able to build. Only then can they continue the work otherwise, a definitive suspension would have to be granted,” he explained.
