Riviera Maya, Q.R. — The Government of Quintana Roo has created a trust that will replace the National Fund for Tourism Development (Fonatur). The replacement has been named the Trust for the Strengthening of Tourism Activity in Quintana Roo (Foatqroo) and was published Wednesday in the state’s Periódico Official.
The newly created Fideicomiso para el Fortalecimiento de la Actividad Turística en Quintana Roo (Foatqroo) will guarantee the maintenance and operation of the Cancun Hotel Zone and the Cozumel Marina.
Through the agreement published July 16, Foatqroo will be the agency in charge of replacing Fondo Nacional de Fomento al Turismo (Fonatur) after it was phased out by the federal government last year.
“It is necessary to establish a public trust to strengthen tourism activity in the state, which will serve as a vehicle for the administration of the assets and a source of payment for the funds deposited in the trust accounts.
“This trust includes actions for the conservation, operation and maintenance of the infrastructure of public and urban services, storm drainage, sanitation and treatment of wastewater, as well as any other activity related to the operation of the State’s tourism projects,” the agreement reads.
Foatqroo was created with a budget of 155.7 million pesoss, money that will come from the annual budget of Fonatur. The Secretariat of Planning and Finance will be in charge of its administration.
Foatqroo will have a technical committee as the highest decision-making body of the trust and will be made up of members representing the public, private, municipal, state, academic, social and environmental sectors.
The document highlights that this new trust is based on the agreements that were signed in recent years between the state government and Fonatur, to transfer the obligations and responsibilities in the completion of federal projects of the 2021-2023 Maintenance Program that Fonatur left unfinished in both Cancun and Cozumel.
Projects left pending by Fonatur include Cancun’s Comprehensively Planned Center, Cozumel’s Comprehensive Tourism Project (PTI), mobility relief in the hotel zone of Cancun , modernization and expansion of the El Rey wastewater treatment plant, the rehabilitation of the public park of Playa Pez Volador, the rehabilitation and maintenance of the Tajamar boardwalk and the rehabilitation of the public park of Playa Tortugas and Playa Coral.
