Holbox, Q.R. — A condominium project currently pre-selling units for more than $300,000 USD has been denied construction permits. In a November Ecological Gazette update, the Ministry of Environment and Natural Resources (Semarnat) has denied the company building Kaban Holbox construction permits.

In their resolution, Semarnat pointed out that the environmental impact study for the Kaban Holbox Condo Hotel omitted necessary environmental information in their submitted report.
The Holbox real estate project, which is currently pre-selling units, is a three story building of 21 condos. In their paperwork, the company applied for permits to build in the coastal ecosystems of the Yum Balam Biosphere.
“The project involves the site preparation, construction, and operation and maintenance of a real estate development in coastal ecosystems (condominium and its complementary areas), which is planned to be developed on a total area of 966.44 m2 (0.097 ha),” their submitted document reads.
“An initial investment of approximately 15,000,000.00 pesos is estimated for site preparation (including the land purchase). This phase requires personnel to conduct a topographic survey, as well as personnel to prepare the site.
“The construction phase is estimated to cost approximately 350,000,000.00 pesos for the total construction of the project. Finally, a total of 600,000.00 pesos is estimated for the implementation of the prevention and mitigation measures considered in this study.
“In summary, we have that, for the construction of the entire project, as well as the implementation of the mitigation measures, an approximate investment of 365,600,000.00 pesos is estimated,” Kaban Holbox Condo Hotel detailed in their report.
According to online real estate information, the units were initially scheduled for delivery in April of 2025. That delivery date was pushed to September of 2025 then again to November.

The Ministry of Environment and Natural Resources did not note if Kaban Holbox would be submitting an updated environmental impact statement to move forward with construction.
