Mexico City, Mexico — President Claudia Sheinbaum Pardo announced that this year, the construction of power plants will begin. The power plants scheduled for construction around the country will come from renewable resources.
The power plants, with a combined capacity of 6,000 megawatts will begin during 2026, with a significant portion coming from renewable sources. The scheme guarantees 54 percent participation by the Mexican State and 46 percent to private entities through a new scheme with order, planning and guarantee.
After noting that some plants will be completed in 2027, he said that the Federal Electricity Commission (CFE) will also implement a plan to build works for an additional 24,000 megawatts.
The president explained that, based on the new legal framework, investments for 2026 are confirmed and will focus on new combined cycle power plants in Tula, Salamanca, Altamira and Mazatlán, which together have a capacity of 1,500 megawatts.
This could be complemented by an internal combustion plant in Los Cabos , in addition to the solar power plant in Baja California Sur.
She explained that CFE will also be in charge of building a photovoltaic power plant in Puerto Peñasco, continuing the one built by President López Obrador, to generate a total of 580 megawatts.

The Mexican state-owned company will also be responsible for two photovoltaic plants in Coahuila with its own sources of financing.
She reported that the federal government will apply the same mechanism to build clean energy plants in Las Garzas, Los Girasoles and San Luis de la Paz, with a combined capacity of 443 megawatts.
“What we are announcing is that this year, the construction of all these plants will begin: some gas, one diesel and others solar, in order to guarantee our international commitments with the framework convention on climate change; this is being done by CFE.”
Regarding the 46 percent that corresponds to the private sector, she indicated that the Ministry of Energy allocated an additional 3.000 megawatts with new rules that determine energy generation sites based on the country’s needs.
Energy Secretary Luz Elena González Escobar explained that the continuation of the Puerto Peñasco power plant marks the beginning of the energy transition at CFE, as it will contribute 1,000 watts of generation using completely renewable energy.
The private projects represent $4.7 billion USD and will contribute 3,320 megawatts, they start immediately and are located in 11 states to advance in the fulfillment of 46 percent that corresponds to the sector; 78 percent of them will be ready in 2028.
CFE’s CEO, Emilia Calleja Alor, said that the generation projects were defined based on the actual behavior of the system, the expected growth, and the need for sufficient and reliable capacity.
These are five firm generation projects that will contribute an additional 3,000 megawatts with an investment of $4.3 billion USD which is equivalent to 80 billion 939 million pesos.
“Taken together, these projects respond to a real need of the electricity system and are part of the National Energy Plan , which foresees the energy transition towards renewable sources to contribute to the reduction of greenhouse gases.”
