Federal government files legal complaint against poultry company for breaking seals and continuing illegal clearing

Kinchil, Yucatán — Federal inspectors have filed another legal complaint against a company for removing seals to continue work. The Federal Attorney’s Office for Environmental Protection (Profepa) closed the site in November 2025, however, it was illegally entered and work resumed.

In response to complaints from local communities, the Federal Attorney General’s Office for Environmental Protection (Profepa) conducted several follow-up and verification visits to the property in Kinchil, Yucatán.

At the site, inspectors saw activities attributed to the company Productora Nacional de Huevo (CRÍO) taking place.

“During these visits, it was discovered that the closure seals on the site and machinery, imposed by Profepa as a safety measure last November due to the damage to approximately 13.7 hectares of forest vegetation, had been broken. Based on these findings, Profepa expanded its criminal complaint to the Attorney General’s Office (FGR), Profepa (Procuraduría Federal de Protección al Ambiente) reported.

On January 9, 2026, Profepa personnel conducted an on-site inspection and confirmed that the total temporary closure order issued on November 12, 2025, had not been respected and that land preparation work using heavy machinery was continuing.

The closure order was issued due to the change of land use in forest areas and the complete removal of natural forest vegetation across approximately 13.7 hectares, without the required authorization.

Based on these findings, a backhoe and a tracked bulldozer, used for leveling and excavating the natural soil for the construction of roads and future industrial buildings for poultry production and breeding, were seized as a precautionary measure.

The machinery belongs to a leasing company and was being operated by personnel from a construction company contracted by the property owner.

Subsequently, on January 12, in another verification visit, Profepa went to the site to verify that the seized machinery remained in place and that the closure seals remained intact.

During this inspection, personnel from the construction company present at the site refused to receive and sign the verification order. Regarding the machinery, only the bulldozer was located, without the “secured property” seals and in a different location than its original one.

The backhoe was no longer at the site. This constitutes a serious and repeated violation of the safety measures imposed by this environmental authority. Profepa proceeded to reinstall the security seals on the located machinery.

Due to repeated violations of the closure order and the improper handling of the seized goods, Profepa filed an addendum to the criminal complaint previously filed with the Attorney General’s Office (FGR) on January 13. Additionally, Profepa will meet with the FGR to follow up on this case and ensure compliance with the law.

The Attorney General’s Office reiterates its commitment to environmental protection, compliance with environmental regulations, and addressing citizen complaints, and will continue to take the necessary actions to ensure respect for the measures imposed by the environmental authority.
