City Council reviewing legal status of Tucsa to open bidding for new public transport company

Playa del Carmen, Q.R. — Solidaridad City Council is currently working to determine the legal status of Transportes Urbanos del Carmen (Tucsa), the Playa del Carmen public bus company.

Luis Herrera Quiam, Solidaridad General Secretary, says their status needs to be clarified in order to move forward with the city’s bidding process for a new company.

According to Herrera Quiam, a recent meeting revealed a lack of official documents that Tucsa has a municipal concession. He says not are there no City Hall files to prove the concession granted to Tucsa, there is also no guarantee about its approval in Congress.

Given this situation, he says the company continues to operate under the title of “tolerated transport” or a service without a formal concession.

“What has just been analyzed is the current situation of Tucsa under the guidelines of a concession whose files are not in the City Hall. There is no certainty about its approval in Congress in those years. Therefore, it operates under a name of tolerated transport,” explained Herrera Quiam.

Councilors are working to define the future of urban transport in Solidaridad and guarantee a service in line with the needs of the city.

The General Secretary says the process of granting a concession must be carried out through an open tender and not by direct assignment which will allow the participation of different transport projects.

“The issue of the tender is regulated by law. It is difficult for it to be by direct allocation, it has to be under free competition. If Tucsa meets the requirements, it will be able to participate and if its proposal is the best, it will surely obtain the concession,” he explained.
