No tax forgiveness in anti-corruption battle: Mexico collects over 500 billion in unpaid taxes with another 51 billion due payable

Mexico City, Mexico — President Claudia Sheinbaum says her government has collected approximately 500 billion pesos in unpaid taxes. That money has been collected during her administration due to her anti-corruption battle against tax forgiveness.

Mexico’s president says the fight against corruption lead to the payments “since tax forgiveness is prohibited”. She made the comment Friday during a press conference where she noted another 51 billion is due payable at the state of the New Year by Mexican company Grupo Salinas.

Sheinbaum says the company’s appeals to pay were overturned and they have been ordered to pay 51 billion pesos in unpaid taxes dating back to 2008.

“People need to know that these are debts dating back to 2008, that there are court rulings. The law also states that the amounts are being updated. If they (the company) don’t pay, then another process will follow which would be a separate issue.

“It’s important to understand that this is a legal, juridical and administrative matter,” she explained regarding Grupo Salinas. She also noted that the companies that make up Grupo Salinas have the right to request the discounts established by the Federal Tax Code after the Supreme Court of Justice of the Nation (SCJN) ruled that they must cover the debt with the Tax Administration Service (SAT).

Sheinbaum stated that the recovered funds will be used to benefit the Women’s Welfare Pension, who alone provides 59 billion pesos to Mexican women aged 60 to 64.

“The criteria for conducting audits and tax credits will be made public so that no one can say that there is something that is outside the law,” she stated.

Sheinbaum said that thanks to the fight against corruption, since tax forgiveness is prohibited, the federal government has collected an additional 500 billion pesos today.

Furthermore, the budget is executed transparently based on the new policy of helping the people and not those at the top, as happened during the neoliberal period with the Fobaproa case or the bailouts of companies.

“Now it’s different,” she said. “What is collected goes to welfare programs, education and health. Now we are allocating housing, the fundamental rights of Mexicans, and public projects which is also historic in how the capacity of the Mexican State to reinvest in strategic works has been recovered.

“Today the Dos Bocas Olmeca refinery is producing 300,000 barrels of gasoline and diesel per day that were previously imported. Isn’t that a strategic project? Of course it is,” she explained.

Antonio Martínez Dagnino, who heads Mexico’s SAT (Servicio de Administración Tributaria) recalled that the SCJN (Suprema Corte de Justicia de la Nación) dismissed the consortium’s appeals, thus confirming the resolutions previously established by the courts.

He explained that debtor companies can request downward adjustments of up to 39 percent in accordance with the law and court rulings.

However, following the judicial resolution, “the tax authority has the obligation to continue the collection procedure, so next month, in January 2026, payment of 51 billion pesos will be required in accordance with the Federal Tax Code,” he said about Grupo Salinas.

Grupo Salinas was formed in 2001 and consists of TV Azteca, Grupo Elektra, Mazatlán F.C., Telecosmo, Total Play, Banco Azteca, and Italika among several others.
