Playa del Carmen, Q.R. — City Council says progress is being made on updating Playa del Carmen’s traffic regulations. City Council Mobility Commission President Javier Santos Morales says they have made progress drafting the new Municipal Traffic Regulations after the City Council’s joint committees conducted an initial review of the project.

He says they met with Enrique Martínez, the legal representative of the Quintana Roo Mobility Institute (Imoveqroo) to review whether the organization plans to present initiatives to the State Congress to avoid conflict with the regulations being prepared by the PDC City Council.
Santos Morales said that during the meeting, mobility issues “of concern to Playa del Carmen” were addressed including the operation of tow trucks and the updating of the municipality’s outdated mobility law.
“The truth is that this transportation and mobility issue requires modern regulation. We want the new regulations to include mandatory insurance for micromobility vehicles and a formal registration of them,” the council member stated.
The bill they are proposing would see insurance mandatory for micromobility vehicles such as electric bicycles and scooters. That insurance, he says, would cover third-party damages.
He also said they are working on creating a registry for micromobility vehicles to improve road order and safety. Santos Morales noted that the updates being made to the municipal regulations not only include the government, but also representatives from associated sectors to ensure the new regulations are inclusive.
