Cozumel, Q. R. — While locals say the CAPA project is slow, CAPA says it is on schedule but was delayed after they found sinkholes. The water company is working on replacing sewage lines along the island’s busy Rafael E. Melgar Avenue.
Area business owners and residents say work on the project has been halted for several days, however, Manuel Barrientos, a CAPA manager, says it is all going according to the scheduled plan.
The CAPA official said that a 100-meter section has been found with sinkholes which has created an unexpected challenge. He says for this reason, the laying of the new pipe is taking a bit longer than anticipated.
