Costa Maya, Q.R. — A developer has submitted environmental impact statements (MIAs) for two real estate developments. The developments, Lotes Norte Costa Maya and Lotes Sur Costa Maya, are for the construction of 24 boutique hotels.

The MIAs (Manifestación de Impacto Ambiental) were submitted June 20 to authorities for permission to build the two separate projects. Both projects are being financed by Banco Actinver, SA Institución De Banca Múltiple and Grupo Financiero Actinver.
According to the General Directorate of Environmental Impact and Risk (Dgira), Lotes Norte Costa Maya is an 11 boutique hotel project. Each hotel will consist of three levels and will be built near the Mahahual-Xcalak highway.
The permit requests are for the construction and operation of the hotels, which will include the buildings, road circulation and walkways.

“The project consists of a set of work and activities that include the execution of 11 low-density boutique hotel projects, along with their corresponding exterior and complementary work for their proper operation.
“The construction guidelines are designed in accordance with the regulatory instruments for urban and ecological planning that govern the area; they also adhere to the urban parameters established for the “Lahun Tiku Master Plan,” authorized in terms of environmental impact by this Secretariat through resolution letter number SRA/DGIRA/DG-00523-23 dated February 10, 2023,” the Dgira report reads.

“According to the National Institute of Statistics and Geography (INEGI), the project is located within the secondary activities, in the “Goods Transformation Sector,” specifically in “Sector 23 Construction.”
“The intended use of the property is specifically included in this Sector within “Subsector 2363 Non-residential Building”; economic units primarily engaged in the construction of non-residential buildings for industrial, commercial, institutional, and service purposes. Non-residential building may include new construction, expansion, remodeling, maintenance, or comprehensive repair of buildings.

“The project is included in “Sector 72 Temporary Lodging and Food and Beverage Preparation Services.” This sector includes economic units primarily engaged in providing temporary lodging services in hotels, motels, hotel casinos, cabins, villas, campsites, recreational lodges, guesthouses, boarding houses, and furnished apartments with hotel services; and in the preparation and service of food and beverages for immediate consumption in restaurants, mobile units, nightclubs, bars, cantinas, and similar establishments.

“This sector includes subsector “7210 Temporary Lodging Services.” Economic units primarily dedicated to providing temporary accommodation services. Hotels, motels, casino hotels, bungalows, cabins, villas, resorts, and similar.
“The project contemplates development within a framework of sustainability and environmental protection, with particular emphasis on the adverse effects of climate change, deforestation, and the irrational use of natural resources. It includes the implementation of eco-technologies for water conservation and the use of solar panels to achieve the North American Industry Classification System (NAICS),” it reads.

According to the Dirección General de Impacto y Riesgo Ambiental (Dgira), the second project, Lotes Sur Costa Maya, is for the construction and operation of 13 boutique hotels.
This particular project will consists of both three and four level buildings that will also include road access, walkways and common areas also located along the Mahahual-Xcalak highway.

“The project consists of a set of work and activities that include the construction of 13 low-density boutique hotel projects, along with their corresponding exterior and complementary works for their proper operation,” the report submitted to Dgira reads.
“The project includes the implementation of eco-technologies for water conservation, the use of solar panels to generate electricity from solar energy (renewable and clean energy), the connection of the sanitary sewer to the Master Plan’s sanitary sewer system, which will include two wastewater treatment plants; the use of electric golf carts within the complex instead of vehicles powered by internal combustion engines that generate greenhouse gases; as well as comprehensive management of the waste expected to be generated during its various stages of development.

“The project also contemplates a significant social impact by generating numerous sources of employment for local residents; in addition to a series of social and environmental programs such as: Sea turtle protection and conservation; Coastal dune reforestation program; Sargassum management protocol; Marine debris cleanup program,” it reads.
