Riviera Maya, Q.R. — The government of Quintana Roo has announced a new head for the state’s Imoveqroo. As of Febuary1, 2025, Rafael Hernández Kotasek, the former head of the Yucatán Transportation Agency, will take over the position.

In compliance with the commitment to consolidate the transformation of the State and strengthen mobility as a strategic axis of development, the Government of Quintana Roo announces the appointment of Rafael Hernández Kotasek as the new head of the Mobility Institute of the State of Quintana Roo (Imoveqroo).
In a press release, the Government of Quintana Roo said they “appreciate the work of Rodrigo Alcázar Urrutia, who headed the Institute for two years.” The government did not provide a reason for the change.
Rafael Hernández Kotasek will take over the position as General Director of Instituto de Movilidad del Estado de Quintana Roo (Imoveqroo) from its current head, Rodrigo Alcázar Urrutia February 1.
Hernández Kotasek has been recruited from the neighboring state of Yucatan where he held previous positions as Technical Secretary of Planning and Evaluation of the State of Yucatán, Undersecretary of Social Development in Nuevo León, and National Coordinator of States and Municipalities in the National Commission for Regulatory Improvement (Conamer).

In the field of mobility, Hernández Kotasek has served as General Director of the Institute of Mobility and Urban Territorial Development and, more recently, as head of the Yucatán Transportation Agency.
Aside from issuing state driver’s licenses to the general public, Instituto de Movilidad del Estado de Quintana Roo (Imoveqroo) is also responsible for sanctions against taxi drivers found breaking the law.
