Riviera Maya, Q.R. — Governor Mara Lezama Espinosa announced that she will present an initiative to the State Congress of Quintana Roo on the Citizen Security Law.
In a statement, she said that the new law represents a new security model that has the citizenry as its central axis.
“Security represents the most important issue for our state. To resolve this pain, from the electoral campaign, I promoted the evolution of the public security model to a new model of citizen security,” she said.
Mara Lezama added that the presentation of the Quintana Roo Citizen Security Law initiative before the State Congress represents establishing the bases, mechanisms and instruments to guarantee peace and security of people in our state with a new approach.
She specified that this is a new model in which citizen participation is essential and which incorporates the security policy within the framework of the New Agreement for the Well-being and Development of Quintana Roo, which promotes joint work between the public, social and private initiatives.
“This alliance is essential. We need everyone to move forward in crime prevention and peace consolidation in the profound transformation of Quintana Roo with a humanist and progressive government,” Lezama said.
According to the initiative, the new Citizen Security model is based on the principles of preserving freedom, safeguarding human rights and restoring peace and order.
To protect people and guarantee access to a life free of violence, the Citizen Security Law initiative includes new factors such as culture and civic justice, community police in prevention functions, greater intelligence and analysis capacities and trained police officers for the investigation of crimes in collaboration with the Public Ministry.
Governor Mara Lezama announced that in addition, a University of Security Sciences and Disciplines will be created, “because we know that to move forward we need a more professional, more trained police force with an authentic professional career.”
