San Pedro, Nuevo León — A former mayor of Cancun who was under house arrest facing fraud charges is missing. The former mayor of Benito Juárez has reportedly evaded house arrest. Authorities are searching for Carlos Canabal Ruiz, the former interim mayor of Cancun, after he fled from house arrest in San Pedro, Nuevo León where he lives. Canabal Ruiz is currently facing charges of fraudulent administration.
The former official was arrested February 8 from a section of highway between Playa del Carmen and Tulum. He was transferred to Nuevo León, where he was linked to criminal proceedings for the alleged diversion of 531 million pesos from the company LV SA de CV. His mother, Elvia “A”, was also named in the lawsuit. She remains at large.
Both were partners in the company Inteligencia México, known for having operated the garbage collection service in Cancun between 2017 and 2021. Inteligencia México eventually lost its Cancun concession due to irregularities.

Canabal Ruiz later took over as interim mayor in 2004 amid accusations of mismanagement.
The judge hearing his case noted his lack of roots and considered him a flight risk, imposing preventive detention, however, he was successful in obtaining house arrest. For reasons unknown, a judge recently ordered the removal of his electronic bracelet, which facilitated his escape.
