Cozumel, Q.R. — The General Director of the Cozumel Parks and Museums Foundation says the island needs legislative reforms to promote development. Juanita Alonso Marrufo, who heads the Cozumel Parks and Museums Foundation, presented a proposal focused on Cozumel’s unique conditions as an island territory.
Her proposal was presented in the Forum “Prosperous, Inclusive and Sustainable Mexico”, organized as part of the National Development Plan 2025-2030 implemented by President Claudia Sheinbaum.
In the document, Juanita Alonso focused on Cozumel’s unique conditions in which she highlighted the island’s environmental fragility, its dual status as a municipality and an island, as well as its dependence on cruise ship tourism, factors that limit its opportunities to compete on equal terms with other regions of the country.
She raised the need for legislative reforms and specific public policies that promote island development. Among her main proposals are the recognition of the islands in the local Constitution, the creation of a general law on islands, and the implementation of a regional program that articulates actions and strategies to address the particular needs of the Mexican islands.
In the same document, Alonso Marrufo emphasized the importance of including Cozumel in the fiscal incentives provided for in the Free Zone decrees and the creation of a federal fund for island development to finance social infrastructure and guarantee access to basic services.

She also proposed the creation of an accessible and efficient maritime transport system with public financing to guarantee the mobility rights of island inhabitants.
The event was inaugurated by the Federal Secretary of Tourism, Josefina Rodríguez Zamora and Governor Mara Lezama, and marked the beginning of 48 forums that will be held during January under the axes of governance with justice, development with well-being, moral economy and sustainable development.
These events aim to generate innovative initiatives, with the participation of citizens and key sectors, to strength
