Cancun, Q.R. — The Quintana Roo State Mobility Institute (Imoveqroo) says the license of the driver of the combi that hit several motorcycles Sunday night will be canceled.
The state institute says they have started the administrative proceedings to permanently cancel the driver’s license of the operator involved. Rodrigo Alcázar Urrutia, the Director of the Instituto de Movilidad del Estado de Quintana Roo, said he is waiting on investigation results to determine possible charges.
Imoveqroo is also waiting on toxicology tests to determine whether the driver was under the influence of alcohol or drugs due to the erratic behavior. The information obtained from authorities will be key to proceeding legally and applying the corresponding sanctions, he said.
The driver, who has not been named, was videoed dragging a motorcycle under his unit for several city blocks. During the dragging, he is videoed hitting several other motorcycles traveling the highway next to him before pulling over into a convenience store parking lot.

In a statement, the Mobility Law of the State of Quintana Roo said it establishes in its Article 175 that they are empowered to permanently cancel driving licenses when the license holder is declared responsible for causing an accident and leaving the scene without justification.
According to Article 122 of the Mobility Law, the public service concession could be revoked if it is proven that the operator committed a serious infraction, such as negligent driving or driving under the influence of prohibited substances.
In this regard, Imoveqroo, in the exercise of its powers, would initiate the corresponding administrative procedures once the final report from the authorities is available.
