Developer arrested for obstruction after court rules in favor of residents

Chetumal, Q.R. — A developer was arrested Thursday in Chetumal for obstruction when he tried to deny access to CAPA workers. Sergio “V” was taken into custody from the Andara subdivision where is alleged to have prevented workers from entering the property.

Workers from the Potable Water and Sewage Commission (CAPA) arrived at the residential subdivision Thursday to begin work to lay new lines. The work was started after residents won a lawsuit against Sergio “V”, who kept the services private.

Residents won their 10-year battle against the developer who they claimed charged exorbitant monthly fees for their water and sewage services. A Chetumal judge recently ruled in their favor, allowing the subdivision to be municipalized and CAPA to take over the water and sewage services.

On Thursday when CAPA arrived to begin excavation work, the developer of the Andara subdivision was arrested for trying to prevent CAPA from carrying out work on the hydraulic infrastructure.
