Playa del Carmen, Q.R. — Authorities are reviewing the possibility of permanently revoking the construction permits for a Playacar condo project. Reviews are being made by the PDC Ecology and Environment department after the company entered the site after it was shut down on at least two occasions.
Óscar Rébora, the State the Secretary of Ecology and Environment, says a review is underway to determine if building permits for the Playacar development will be permanently revoked.
He explained that the company’s building permits were temporarily revoked last year for failing to comply with their construction contract conditions, a failure that lead to the death of local wildlife.
The under-construction condo complex was shut down for a second time in 2026 after being temporarily suspended in August of 2025 for non-compliance. In both cases, the closure seals were removed from the property and building resumed.
Óscar Rébora says for these reasons, they are analyzing whether to revoke them permanently.
The property is located inside the Playacar Residential and Tourist complex and was publicly denounced by local residents for breaking the municipal seals and entering the property.
In September, seals were placed again, this time by the Federal Attorney for Environmental Protection (Profepa). Local residents reported those seals had also been broken, violating federal laws.
Rébora said if they repeatedly fail to comply with the conditions, their license would be revoked.
As for the breaking of the recently placed federal seals, he said it is up to Profepa (Procuraduría Federal de Protección al Ambiente) to take the appropriate action since violating those seals is a federal offence under the Federal Penal Code.
Federal officials became involved in the Legacy real estate development in early September, days after municipal authorities placed closure seals on the property and those seals were broken.
